It’s unclear whether this custom jersey is a celebration of the Caps owner or some kind of protest fashion, but this much is known: It’s foul.

I disagree with the notion that this is a Jersey Foul, based on the Protest Jersey Exemption.

Pretty much any custom jersey will draw the whistle.
